{"id":1940,"date":"2015-02-19T19:09:00","date_gmt":"2015-02-19T10:09:00","guid":{"rendered":"http:\/\/labor-consultant.com\/wp\/2015\/02\/19\/2015-initiatives-for-reduction-of-long-working-hours\/?lang=ja"},"modified":"2015-02-19T19:09:00","modified_gmt":"2015-02-19T10:09:00","slug":"2015-initiatives-for-reduction-of-long-working-hours","status":"publish","type":"post","link":"https:\/\/labor-consultant.com\/ja\/2015\/02\/19\/2015-initiatives-for-reduction-of-long-working-hours\/","title":{"rendered":"2015 Initiatives for Reduction of Long Working Hours as outlined by the Japanese Ministry of Health, Labor and Welfare"},"content":{"rendered":"<h3>\u25c6&#8221;Overwork Elimination Team&#8221; Initiative<\/h3>\n<p>The &#8220;Headquarters for the Reduction of Long Working Hours&#8221; was set up within the Ministry of Health, Labor and Welfare in September of last year with the goal of strengthening the measures for reducing long working hours.<br \/>\nThe &#8220;Overwork Elimination Team&#8221; within the headquarters will begin working on specific measures from January of 2015.<\/p>\n<h3>\u25c6Main initiatives from January<\/h3>\n<p>(1)Supervision and guidance for workplaces where overtime exceeds 100 hours<br \/>\nFor &#8220;workplaces where overtime work is estimated to be more than 100 hours per month&#8221; or &#8220;workplaces where workers&#8217; compensation claims have been made due to excessively long working hours leading to death (karoshi) or other issues&#8221; the Labor Standards Inspection Office will conduct supervision guidance (on-site inspections).<br \/>\nFor those businesses that do not correct the violations, prosecutorial measures will be taken (prosecutorial measures would lead to the company&#8217;s name etc to be made public).<\/p>\n<p>(2) Monitoring information on the Internet<br \/>\nThe Ministry of Health, Labor and Welfare will monitor and collect job ad information over the internet and use that information for monitoring and guidance at the Labor Standards Inspection Office. (Trial implementation will begin in January of 2015 for actual implementation in 2015 fiscal year.)<br \/>\nThe purpose is to focus in on those job ads that advertise high incomes or advertise repeatedly as those that may be suspicious of overworking violations.<\/p>\n<p>(3) Strengthening mental health initiatives<br \/>\nThe following initiatives will be implemented in labor departments across the country to improve mental health:<br \/>\n-Recognition of stress check systems (implementation from December of 2015 by the Occupational Safety and Health Act amendment)<br \/>\n-Training of health care providers and doctors to conduct stress checks and interview guidance (preparations will begin in January 2015 for implementation in the 2015 fiscal year.)<\/p>\n<h3>\u25c6Refusal of Hello Work (public employment security office) job ads<\/h3>\n<p>Separate from the above, the Ministry is looking into creating a system where Hello Work will not accept job ads for new graduates, regardless of their content, by so-called &#8220;Sweatshop (black enterprises)&#8221; which are characterized by their harsh working conditions.<br \/>\nThis year again it is crucial that there is appropriate management of working hours as the government&#8217;s overseeing of the issue of long working hours is very strict.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u25c6&#8221;Overwork Eli  [&#8230;]<\/p>\n","protected":false},"author":1,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[29],"tags":[85],"class_list":["post-1940","post","type-post","status-publish","format-standard","hentry","category-tokyo-hr-headlines-ja","tag-overtime-work-ja"],"_links":{"self":[{"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/posts\/1940","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/users\/1"}],"replies":[{"embeddable":true,"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/comments?post=1940"}],"version-history":[{"count":0,"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/posts\/1940\/revisions"}],"wp:attachment":[{"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/media?parent=1940"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/categories?post=1940"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/labor-consultant.com\/ja\/wp-json\/wp\/v2\/tags?post=1940"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
