◆Announcement for the outcome of the supervision and guidance by the Labor Standards Office
The Ministry of Health, Labor and Welfare made a public announcement after compiling the results (2016 fiscal year) of the correction in supervision and guidance due to the violation of the Labor Standards Act in the corporations that were not paying overtime payment for overtime work etc.
As a result of the supervision and guidance undertaken by the Labor Standards Office due to the declaration made from workers, cases have gathered regarding the unpaid overtime payment that were amongst the payments that were made, having amounted to a total of over ¥1,000,000 for a single corporation. (the period from April 2016 to March 2017)
◆Points on the outcome of the correction in 2016
(1)Number of corporations corrected: 1,349 (increased by 1 compared to the previous year)
(2)Total amount of overtime payments paid: ¥12,723,270,000 (increased by ¥2,729,040,000)
(3)Number of target workers: 97,978 (increased by 5,266)
(4)The average amount of overtime payments paid was ¥9,430,000 for a single corporation and ¥130,000 for a single worker
◆Details of the different amounts in back payments
(1)The situation of back payments for overtime payments amounting to over ¥1,000,000
Looking from the types of industry, the “commercial industry” had the most cases of back payments with 304 cases, followed by the “manufacturing industry” with 267 cases.
Looking at the number of workers according to the type of industry, the “manufacturing industry” had the most people with 19,447 workers, followed by the “health and sanitation industry” with 17,103 workers.
(2)The situation of back payments for overtime payments over ¥10,000,000
Looking from the industry type, the “manufacturing industry” and the “commercial industry” had 34 cases collectively, the “health and sanitation industry” had 23 cases, making up half of the total number of cases; the target number of workers were 9,563 in the “commercial industry” and 7,617 in the “manufacturing industry”.
◆Future initiatives
Hereafter, as there will be an enhancement in the initiatives made by the Ministry of Health, Labor and Welfare to resolve the problem of unpaid overtime payments as well as the supervision and guidance of the Labor Standards Office, there will also be a demand even more than ever for corporations to have a thorough labor management.
