◆65.9% of all supervised businesses violated the Japanese Labor Standards related laws
According to the results of focused supervision during the “No Overwork Campaign”, published by the Ministry of Health, Labour and Welfare in November last year, 5,029 out of 7,635 buinesses (65.9% of the total number) violated the Japanese Labor Standards related laws.
This year’s focused supervision was mainly directed at businesses that have received claims for workers’ compensation for long-hours and death by overwork, those that are suspected of using young workers as “expendable” workforce, as well as at those businesses that are suspected of violating the Japanese Labor Standards related laws.

◆36.3% of Illegal Overtime Work
Of the businesses confirmed of their violation of the Japanese Labor Standards related laws, there were 2,848 businesses where illegal overtime work took place (37.3%), 536 with unpaid overtime work (7.0%), 778 that have not implemented preventative measures for the health problems caused by overwork” (10.2%).

◆Supervision Held Widely for Manufacturing, Commerce, Construction and Small Scale Businesses
The industries where focused supervision was held are as follows (in descending order): Manufacturing (26.4%), Commerce (15.1%), and Construction (12.6%). With regards to the industry scale, the distribution is as follows: 10-29 workers (34.0%), 1-9 workers (21.2%), 30-49 workers (16.3%). This shows that the supervision centered around small scale businesses.

◆The Number of Supervised Businesses is Increasing
Compared to last year, there is nearly 10% rise in the number of supervised businesses from 7,014 (November 2016) to 7,635 (November 2017). This shows that the Ministry of Health, Labour and Welfare is working rigorously towards the resolution of long working hours.
It is also businesses’ responsibility to take actions for the resolution of long working hours and managing appropriate working hours.
